I have a guess but I also hate speculating

 

There have been a few teams that answered "we're not at 100% but we're confident" and that makes me think either there are players in the process of getting it that aren't "fully vaccinated" yet, or there are unvaccinated players that are long shots to make the roster and will eventually get cut
