how does the RFA process work? a team can offer a player a contract, original team gets a chance to match and if not, then the player goes to the new team? can the player reject the offer or once a team puts one in it's all up the original team to accept or let them go?

like, if Ottawa offered Marner 17M or some crazy shit number, Toronto says no, does he have to go to Ottawa? can Marner say "sorry i'll accept 9M a year instead!" or is he forced to go?

 

the player has to sign the offer sheet which is basically a contract. They can choose to reject it, they are not bound to sign it when offered
