how does the waiver wire work? can players get claimed any time by the lowest standing team, or is there a time limit?

 

it goes in reverse order of standings from last year until November I believe. So Ottawa, LA, NJ are the top 3. I am pretty sure you can claim as many guys as you want without "re-setting" the order theoretically.
