The reason its a spot penalty though is because sometimes you get beat so bad that tackling a dude and taking the 15 yards is better. At a certain point thats definitely cheating haha. They just need to get better at calling it. Guys should be allowed to jockey a bit and use their body for position as long as they dont push, pull or hold.
