A lot don't because they directly benefit from it. There have been several cases of major acts DIRECTLY putting tickets onto the secondary market.

MCS and Say Anything did a co-headlining tour in 2010 and I believe they alternated on who closed.
MSG tickets for this week are basically at face value now
